Two successful businessmen, an accomplished healthcare administrator and a longtime Division of Student Affairs employee are being honored as “Most Loyals” during West Virginia University’s 66th annual Mountaineer Week.

The 2013 honorees are Don Hoylman, Most Loyal West Virginian; Jack Rossi, Most Loyal Alumni Mountaineer; Judie Charlton, Most Loyal Faculty Mountaineer; and Kathy Clingerman, Most Loyal Staff Mountaineer. The group will be honored during halftime ceremonies of Saturday’s (Nov. 9) WVU-Texas football game.

The Most Loyal West Virginian and Alumni Mountaineer awards have been presented since 1974, while the Most Loyal Faculty and Staff Mountaineer award was created in 1994 and split into two separate awards in 2001. The award recipients are selected by a joint committee representing the WVU Foundation, WVU Alumni Association and the Mountaineer Week organizing committee.

Most Loyal West Virginian

The Most Loyal West Virginian exemplifies faithfulness to the ideals and goals of the state of West Virginia through business, professional and civic achievement as well as support for WVU.

Don Hoylman of Fairmont is owner of Donmar Enterprises, Inc., specializing in gas and oil operations.

The start of Hoylman’s successful business career dates back more than 60 years to 1951 when he began working at Industrial Engineering and Construction Company in Dakota, W.Va. Twelve years later, he became owner and president of Industrial, developing the company into a major corporation in the design-building of coal preparation plants and the manufacture of products for the mining industry, serving U.S. and international markets.

Hoylman has owned and operated numerous businesses over the years, including the Salem Mineral Processing Group and Victory of West Virginia Inc. In 2010, he was inducted into the West Virginia Business Hall of Fame.

A longtime supporter of WVU, Hoylman has created a number of student scholarships, especially in the area of entrepreneurship. He is a member of the Woodburn Circle Society, Irvin Stewart Society and Jerry West Society.

Most Loyal Alumni

The Most Loyal Alumni Mountaineer exemplifies faithfulness to the ideas and goals of the University and exhibits support for WVU activities and operations through leadership and service.

Jack Rossi of Charleston is the immediate past chair of the WVU Alumni Association Board of Directors.

Rossi graduated from WVU in 1970 with a bachelor’s degree in business administration with a concentration in accounting. He is the presiding member of Arnett & Foster, PLLC in Charleston.

A certified public accountant in West Virginia, Virginia and Kentucky, Rossi is a member of the American Institute of Certified Public Accountants and the West Virginia Society of Certified Public Accountants.

He is chairman of the board of directors of the Charleston Area Alliance and a member of the board of directors of Advantage Valley. He also serves as chairman of the audit committee of the West Virginia Board of Treasury Investments, and is a past president of the West Virginia Board of Accountancy.

Rossi is a life member of the WVU Alumni Association, as well as a member of the Old Gold Club. He is a charter member of the 1100 Club of the Mountaineer Athletic Club.

Most Loyal Faculty and Staff Mountaineers

The Most Loyal Faculty and Staff Mountaineers exemplify faithfulness to the ideals and goals of WVU and exhibit support for University activities and operations through leadership and service.

Judie Charlton is chief medical officer of WVU Healthcare and vice dean for clinical affairs of the WVU School of Medicine.

An ophthalmologist specializing in glaucoma, Dr. Charlton is a native of Fairmont. She graduated from the WVU School of Pharmacy in 1981, the WVU School of Medicine in 1985, and completed postgraduate training at Mercy Hospital in Pittsburgh and at WVU.

She joined the faculty in the Department of Ophthalmology in 1989, chairing the department for many years as well as leading the WVU Eye Institute.

Dr. Charlton has served on the governing boards of the West Virginia United Health System and United Physicians Care, which emphasizes placing primary care physicians in rural or underserved areas of West Virginia.

She has served as a board examiner for the American Board of ophthalmology and was on the Residency Review Committee for Ophthalmology of the Accreditation Council for Graduate Medical Education.

Kathy Clingerman of Morgantown is the supervisor of reservations at the Mountainlair student union.

A 33-year employee of WVU, Clingerman oversees the scheduling and coordination of facility usage, equipment and technical support for more than 3,000 events scheduled each year at the Mountainlair.

Prior to her position at the Mountainlair, Clingerman worked for WVU Housing and Residence Life as a conference services representative from 1985-92. Before that, she was a secretary for the department of administration at the WVU Medical Center.
Clingerman is a member of the Association of College Unions International and an advisor for the Mountaineer Week committee.
